On January 11, 2024, the Chinese government announced the issuance of production, use and import quotas for ODS and HFC substances.
As a country that implements the Montreal Protocol, my country will implement quota management for HFC products starting in 2024. The quota will remain unchanged for five consecutive years and will decrease year by year starting in 2029.
This announcement shows that the total quantity of 9 HFC products (excluding R23) in China is 745,000 tons, of which more than 50% of the quota is used for export.The 9 HFC products include: HFC-245fa, HFC-227ea, HFC-32, HFC-125, HFC-134a, HFC-143a,HFC-152a,HFC-23,HFC-41.
Therefore, starting from 2024, following HCFC products, HFC products will also start dual regulatory management of domestic and foreign trade.
In recent years, more and more countries in the world have joined the Kigali Amendment and implemented HFC quota system management. We recommend that foreign importers purchasing HCFC and HFC products for the first time understand and prepare for relevant policies with local authorities and customs, and handle relevant procedures and documents in advance as required.
