Amendment To The Annex To The Stockholm Convention: Dechlorane Plus Will Become A Restricted Substance

 

On June 26, 2024, the European Union launched a public consultation on proposals to amend Annex I of Regulation (EU) 2019/1021 "Stockholm Convention on Persistent Organic Pollutants" (hereinafter referred to as the "Convention")

The proposal seeks to list dechlorane plus (its cis and trans isomers) as a substance subject to specific restrictions. According to the plan, this modification will officially take effect on February 26, 2025, and the deadline for public consultation is set for July 24, 2024. Dechlorane Plus Background

Dechlorane Plus is a chlorine-containing flame retardant widely used in the electronics, electrical equipment, building materials and automotive industries.It has been designated as a persistent organic pollutant due to its persistence, bioaccumulation and toxicity. At the 10th Conference of the Parties to the Convention in Geneva in 2022, all parties unanimously decided to include dechlorane plus in Annex A (elimination category) of the Convention, requiring its production and use to be stopped, except in special circumstances.

To mitigate the impact on the industry, the EU decided to postpone the effective date of the ban on dechlorane plus to February 26, 2025. This move allows products that have been put on the market to continue to be used after the expiration of specific exemptions, ensuring that business operations are not affected by emergencies and ensure a smooth transition.
