China's Ministry of Ecology and Environment has issued the "2025 Hydrofluorocarbon Quota Setting and Allocation Plan" (hereinafter referred to as the "Plan").

A: Hydrofluorocarbons (HFCs) are a type of artificially synthesized potent greenhouse gas and one of the main alternatives to ozone-depleting substances (ODS). In 2016, the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer (hereinafter referred to as the Protocol) reached the Kigali Amendment, which aims to control and reduce the production and use of HFCs. On April 16, 2021, President Xi Jinping announced that China has decided to accept the Kigali Amendment to strengthen the control of non-CO2 greenhouse gases such as HFCs. On September 15, 2021, the Kigali Amendment officially came into effect in my country, opening a new chapter in my country's history of coordinated response to ozone layer depletion and climate change.
Overall, the total HFCs production quota in 2025 is 791,800 tons, an increase of 8,600 tons compared to the production quota in 2024, of which the domestic production quota increased by 12,500 tons and the export quota decreased by 3,900 tons accordingly.

From the perspective of quotas for various products, the production quotas of R134a and R236fa have been reduced, the domestic production quotas of R134a, R227ea and R236fa have been reduced, and the export quotas of R32, R134a and R236fa have been adjusted downward.
The total HCFC-22 production quota in 2025 is 149,068 tons, of which the domestic production quota is 80,862 tons and export quota is 68206 tons.
